When does my MC number activate?

Typically the day after the 49 CFR §365.109 21-day FMCSA vetting window closes, assuming BOC-3, BMC-91, and any other supporting filings are on file. Most OP-1 applications activate exactly at day 21 from FMCSA acceptance. If supporting filings are missing, the MC stays in PENDING until they land — there is no automatic deactivation, just a stalled activation.

The FMCSA L&I system processes new authority activations on a daily cycle. Applications that have cleared the 21-day vetting window and have all three supporting filings on record (OP-1, BOC-3, BMC-91 or equivalent) activate automatically on the next L&I refresh — typically next-business-day after the window closes.

The activation event is reflected in SAFER as the carrier-status flip from "PENDING" to "AUTHORIZED FOR PROPERTY" (or the equivalent for passenger / broker / freight forwarder). The carrier and any selected agents (us, BOC-3 provider, insurer) receive notification.

Most MC numbers activate in the 22-to-42-day range from FMCSA acceptance. Faster (21-day exact) is normal when filings land early. Slower (35-42 days) typically means BOC-3 was filed late in the window or the insurer took longer than expected to file BMC-91.

After activation, the carrier can legally accept interstate freight under their own banner. The first 12 months are "new entrant" status — a satisfactory new-entrant safety audit is required to convert to permanent status.
