Why it matters

No operating authority means no interstate freight.

Under 49 USC §13902, every for-hire motor carrier, freight broker, and freight forwarder must hold active FMCSA operating authority - an MC number - before hauling freight or brokering loads across state lines. Until FMCSA grants your authority, your USDOT record shows you as not authorized for for-hire interstate work.

FMCSA controls the timing.Authority is granted once the BOC-3 and insurance are on file and the 10-day protest period after the application’s FMCSA Register notice has passed (49 CFR 365.203T). Under 49 CFR §365.109T, the BOC-3 and insurance filings are due within 20 days of that notice, so they’re coordinated in parallel with the application.

DIY or the wrong service
  • Navigate Motus, EIN, and MCS-150 forms alone - one wrong box and the FMCSA returns your application.
  • Forget the BOC-3 or file it wrong and the FMCSA will not activate your MC number.
  • Pay a service that doesn’t show the $300 FMCSA fee separately, and get no updates.
FastTruckAuthority, when orders are open
  • One flat price for the USDOT and MC application.
  • BOC-3 and insurance guidance included.
  • $199 service + $300 FMCSA fee = $499 total, shown before checkout.

How it works

How getting your MC number actually works.

Getting an MC number is one application, three federal filings, and an FMCSA review whose timing FMCSA controls. Here is the whole chain - and exactly where the $499 goes.

01

Gather your business details

The application asks for your business details - name, EIN, address, operation type. Application errors like a name mismatch with insurance or a late BOC-3 are common causes of activation delays.

02

Application submitted in Motus

The operating-authority application is submitted through Motus (motus.dot.gov, the system that replaced the URS on May 14, 2026) with the $300 FMCSA fee, and the BOC-3 and BMC-91 insurance filings are due within 20 days of the FMCSA Register notice.

03

You get your MC number

FMCSA controls the timing. Authority is granted once the BOC-3 and insurance are on file and the 10-day protest period after the application's FMCSA Register notice has passed (49 CFR 365.203T).

Your MC authority lives in your Compliance Vault.

When the FMCSA issues your MC number, the certificate doesn’t just hit your inbox - it saves to your free Compliance Vault at fasttruckingcompliance.com, alongside every other filing you keep with us. One place to pull docs the moment a broker, factor, or insurance underwriter asks.

Operating authority, explained.

What is operating authority?

Operating authority is federal FMCSA registration - commonly called an MC number or MC authority - that every for-hire motor carrier, freight broker, and freight forwarder is required to obtain under 49 USC §13902before hauling or brokering freight across state lines. The FMCSA issues a unique MC number that shows in FMCSA’s records (Motus public search) once the authority is active. Until then, a carrier’s USDOT record shows it as not authorized for for-hire interstate work.

How do I get an MC number?

To get an MC number, file an OP-1 application with the FMCSA, pay the $300 federal filing fee, designate a BOC-3 process agent (FastBOC3Filing handles the BOC-3 for $75 flat, lifetime coverage), and put at least $750,000 of public liability insurance on file via a BMC-91 or BMC-91X. New authority orders are paused on this site right now.

How much does operating authority cost?

FMCSA operating authority costs $300 in government fees, plus whatever service fee the filer charges. FastTruckAuthority is a flat $199 service fee, disclosed up front - $499 total out the door - with BOC-3 and insurance guidance included. There are no per-state fees for operating authority and no annual renewal on the authority itself; FMCSA requires biennial MCS-150 updates to keep the underlying USDOT record active.

How long does FMCSA authority take?

FMCSA controls the timing. Authority is granted once the BOC-3 and insurance are on file and the 10-day protest period after the application’s FMCSA Register notice has passed (49 CFR 365.203T). Under 49 CFR §365.109T the BOC-3 and insurance filings are due within 20 days of that notice, so they’re coordinated in parallel with the application. Already applied? Track it yourself with a free DOT / MC authority-status lookup - it shows whether FMCSA still lists the application as pending and which filing is missing.

What happens if my authority gets revoked?

A revoked MC number means the carrier can no longer legally haul regulated freight interstate for hire. Revocation is usually triggered by a lapsed insurance filing (BMC-91/91X) or a missing BOC-3. Reinstatement is requested in FMCSA’s Motus system (sign-in with Login.gov) and carries the $80 reinstatement fee (49 CFR 360.3T); our sister service FastReinstatementFiling handles that end-to-end.

New authority applications are paused

We are working through a change at MOTUS that affects new operating authority applications. Rather than take your money and leave you waiting, we have paused new orders here. You can apply directly with FMCSA in Motus (motus.dot.gov), and BOC-3 filing is available now at FastBOC3Filing.
